My friend and I have jointly raised her 12-year-old children. She agrees that I can adopt the children, but does not want to give up her own parental rights. Can i adopt, so we will both be legal parents, even though not married?

Hello. We live in Iowa and my friend is a single mother of 2 young girls and she is wanting to know what the process and prices would be for my boyfriend and I to adopt her youngest daughter(almost a year old). We both don't want her to have to give her rights up and her daughter be put into foster care so we're looking at all her options.
